Production lines may operate around the clock, employees may rotate between day and night shifts, and production demands can require additional hours at short notice. For manufacturers, this makes shift work compliance in Kenya more than a scheduling exercise. Employers need an accurate record of when employees are scheduled to work, when they actually work, and how those hours affect overtime, rest periods and payroll.

Kenya’s manufacturing sector is continuing to grow. According to the Kenya National Bureau of Statistics (KNBS), the manufacturing industry grew by 4.4% in Q1 2026, up from 2.8% in Q1 2025. As production expands, manufacturers need reliable systems for managing the people behind that production.

So, what should manufacturers in Kenya actually be tracking when managing shift workers?

What Manufacturers Need to Track for Shift Compliance

For manufacturers, managing shifts goes beyond creating a schedule. Compliance depends on having an accurate record of when employees are scheduled to work, when they actually work, and how those hours affect overtime, rest periods and payroll. The following are the key areas manufacturers should track:

1. Scheduled hours vs. actual hours worked

A shift rota shows what an employee is supposed to work. Attendance data shows what actually happened.

That distinction matters.

An employee scheduled for a 7 a.m. to 7 p.m. shift may arrive early, leave late, work through an extended production run or swap shifts with a colleague. If those changes are only recorded manually, or not recorded at all—HR may not have an accurate picture of working hours.

Kenya’s Employment Act requires employers to regulate working hours in accordance with the law and provides employees with at least one rest day in every seven-day period.

Manufacturers should therefore track:

Scheduled start and end times

Actual clock-in and clock-out times

Breaks

Total weekly hours

Changes to scheduled shifts

Hours worked by location or production site

Digital time tracking can make this easier by creating a reliable record of attendance rather than relying entirely on paper registers or spreadsheets.

2. Overtime

Overtime is one of the most important considerations in shift compliance in Kenya. The Regulation of Wages (General) Order provides that the normal working week is not more than 52 hours spread over six days. For employees engaged in night work, the normal working week is not more than 60 hours.

The same Order provides for overtime at 1.5 times the normal hourly rate for hours worked beyond the normal weekly hours. Work performed on an employee’s normal rest day or a public holiday attracts overtime at twice the normal hourly rate.

For manufacturers, this means overtime records need to be more than a number on a payroll sheet.

HR teams should be able to trace:

Employee → scheduled shift → actual hours → overtime hours → approval → payroll.

This creates a clearer audit trail and reduces the risk of disputes over hours worked and overtime pay.

Payroll & Compliance Calendar

This ebook puts every obligation into a month-by-month reference; deductions, public holidays, the minimum wage increase, and a penalty checklist.

                    Download for free

3. Night shifts

Night work requires particular attention because the applicable working-hour limit differs from the general 52-hour threshold. Manufacturers operating night production should know exactly:

Which employees are assigned to night shifts

How many night hours each employee works

How frequently employees rotate between day and night shifts

Whether additional hours push employees beyond applicable limits

Whether overtime has been correctly recorded

This is especially important as shift patterns become more complex.

A 2025 Kenya Employment and Labour Relations Court decision involving a worker on 12-hour day/night shifts found that a contractual provision stating that wages included overtime did not, by itself, eliminate the employer’s obligation to account for overtime properly.

The lesson for manufacturers is straightforward: if employees’ working hours are not accurately tracked, it becomes harder to demonstrate that overtime has been properly managed and paid.

4. Rest days and shift rotations

A manufacturing schedule should not only answer, “Who is working tomorrow?” It should also show who has had sufficient time away from work.

Employees are entitled to at least one rest day in every seven-day period under the Employment Act. The General Order similarly provides for a weekly rest day, subject to its specific provisions on deferral. This makes shift visibility particularly important when employees:

Cover for absent colleagues

Swap shifts

Work weekends

Move between day and night shifts

Work additional hours during production peaks

A centralised schedule can help managers identify conflicts before they become attendance or compliance problems.

5. Shift changes, leave and absences

Manufacturing schedules rarely stay static.

An employee may request leave. Another may call in sick. A supervisor may need to move someone to another production line. Someone else may agree to cover the shift.

The risk arises when the schedule changes but the HR record does not. Manufacturers should connect shift schedules, attendance, leave and absences so managers can see whether an employee is available before assigning them to a shift.

This is one area where digital shift management can replace fragmented spreadsheets. Factorial, for example, allows manufacturers to assign shifts, replicate rotas, identify schedule conflicts and manage shifts alongside absences and time off.

6. Payroll-ready records

Shift compliance ultimately connects to payroll. If working hours, overtime, rest-day work and shift changes are recorded inaccurately, payroll calculations can also be affected.

Manufacturers should aim for a connected process:

Plan → Track → Approve → Calculate → Pay → Report.

Rather than manually transferring information between attendance registers, spreadsheets and payroll systems, HR teams can use time-tracking data to create a more consistent record of hours worked.

Factorial’s time-management tools allow employers to record working hours, overtime and breaks, while its reporting functionality provides summaries of time and attendance data for workforce decisions.

KRA PAYE Filing Checklist Kenya 2026

Learn how to verify employee KRA PINs

Calculate taxable income to reconciling reliefs

Submit returns on iTax, and retaining records for audits.

                    Download for free

A Practical Checklist for Shift Work Compliance in Kenya

At any point, HR and operations teams should be able to answer seven basic questions:

Who was scheduled to work?

Who actually worked?

How many hours did they work?

How much overtime did they work?

Was the employee working a night shift?

Did they receive their required rest day?

Does the recorded time flow accurately into payroll?

If answering these questions requires searching through multiple spreadsheets, paper registers and WhatsApp messages, there is an opportunity to improve the process.

Make Shift Compliance Part of Workforce Management

For manufacturers, effective shift management is not simply about ensuring every production line has enough people. It is about creating visibility across schedules, attendance, overtime, leave and payroll.

As Kenya’s manufacturing sector grows, that visibility becomes increasingly important. A digital HR system can help manufacturers move from reactive record-keeping to proactive workforce management—giving HR and operations teams a clearer picture of who is working, when they are working and how those hours should be managed.

Explore Factorial’s HR solutions for manufacturing in Kenya

Ready to transform your business?

See Factorial in action and get your free demo today!

                    Get a demo

Note: This article provides general information and should not be treated as legal advice.
